that happens to me too! just put on cooking oil, vaseline, chapstick, etc. and then use a toothbrush and gently massage lips

put some petroleum jelly on it and wipe it off with a tissue.

Loreal make up remover its good for eyes, face and lips!!
Scrub it off with a toothbrush!!! SERIOUSLY... I had to scrub my lips raw to get that stuff off!!
Cold cream.
try a make up remover. or u could scrub with a wash cloth, warm water, and soap. either one should do the trick! hope ive helped:)
